Second Workshop - latest news.

The second workshop was held at Cwrt y Gollen on 21st September. The main purpose was to discuss the Vision Document prepared for Crickhowell Estates by LDA Design. This sets out to describe the 'vision' of what CyG should be in a series of statements. They are, at this stage, often rather bland, but nevertheless there are some important points for residents to note.

Due to technical problems we have been unable to upload the Vision Document onto the website - we hope this will be remedied shortly. In the meantime, copies may be seen at the Public Library in Crickhowell or by emailing David Thomas at david.f.thomas@btinternet.com you can receive a pdf file of it by return email.

For a report of the workshop see Barry Orton's report in the Reports section of this website.

If you have any comments please either email them as above or preferably leave a message on the Message Board - this way more people will see what you have to say.

The redline indicates the whole area owned by Crickhowell Estates, but building will only be allowed in the areas shown on the UDP map (see below). The whole area to the 'front' of the site (i.e.along the A40 and back to the line of the current buildings) will remain as open space.

We were split into groups to consider aspects of the development and its impact on our communities under the following broad headings:-

Environment - how will the development affect the environment and what can be done to protect it?

Transport - what will be the impact on transport in the area, what is needed?

Employment - how can we create employment locally for the additional people on the development?

Community Benefits - what benefits will it bring and what else is needed?

This will all be brought together as a working paper by the developer's designers for discussion by the Steering Group in August.

The Public Meeting on 2nd July at Glangrwyney was well attended with around 100 people there.

David Thomas, Vale of Grwyney Community Councillor, outlined the current situation with the UDP (see webpage "Cwrt y Gollen - 2nd July Public Meeting") and how it affects CyG.

Geoff Powell, Mayor of Crickhowell and County Councillor John Morris also spoke emphasising the need, now, to engage with the developer to try and ensure that the development does not adversely affect the local communities and that we get as much as we can for the local communities in terms of 'Planning Gain'. ('Planning Gain' is effectively the money that the developer has to put aside for local community projects - for example sports facilities, or a youth centre.)

There followed a lively discussion with many people airing their views about the development. Minutes of the meeting are also posted on the Cwrt y Gollen 2nd July webpage.

There was a Visioning Workshop held at Cyg on 9th July and information about that will be posted shortly.

History

The Cwrt y Gollen Development is a proposed devlopment on the former army camp situated between Crickhowell and Glangrwyney. The size of the devlopment has been opposed by the local councils - Crickhowell Town and the Vale of Grwyney - but, at the last public enquiry into the Brecon Beacons Unitary Development Plan, the Inspector upheld the decision to go ahead with the development, although without stating the number of houses.

As a result the two councils have persuaded the Brecon Beacons National Park Authority to set up a consultation process. This consists of a Steering Committee, chaired by BBNPA and comprising representatives of Powys and Monmouthshire County Councils, Crickhowell and Vale of Grwyney Community Councils and the developer. Its remit is to manage the consultation process and to monitor the production of a Site Development Brief by the developer which will in turn be approved by the BBNPA Planning Committee. This will form the basis for the design of the new development. It is planned that the consultation process will continue throughout the detailed design phase as well.
